- Background
Persistent challenges such as weak governance, limited human resource capacity, inadequate financing, and poor facility management have hindered PHC facilities from delivering quality, accessible, and sustainable services. These gaps have led to overburdening of secondary and tertiary facilities and widened health inequities.
Programme Overview
Access to affordable, quality primary healthcare (PHC) is widely recognized as the cornerstone of Universal Health Coverage (UHC). This assessment provides a deeper understanding of existing gaps and opportunities for strengthening PHC management systems.

Conduct comprehensive PHC Management Capacity Assessments to identify gaps, assess COVID-19 effects, and develop evidence-based, costed strengthening plans tailored to each state.

- Quantitative facility assessments across sampled facilities
- Engagement with state PHC boards, LGA health authorities, facility officers-in-charge
- Community structures consultation including Ward Health Committees
